n n nn This position is contingent on contract award nn nn Summary of Program/Project: nn nn The mission of the Product Manager Power Projection Enablers  (PdM P2E) is to provide a full spectrum of required strategic network and information  services within all Combatant Commands (COCOMs) through the implementation of a  standardized, global info-structure that is scalable, accessible, and defensible,  providing continuous communication and coordination across global operations.

nn nn The Chief Information Officer of the Army has charged PdM P2E with, but not limited to, procuring and installing leading-edge technologies including Command, Control, Communications, Computers and Intelligence (C4I) systems; computer and communication networks; network convergence; cloud computing; cyber security compliance; visual displays; product tools; product architecture; modeling; electro-optics; transport; radio  frequency devices; control systems; and instrumentation equipment nn nn n RESPONSIBILITIES nn Support program reviews for contract performance and industry partner execution.

Develop and update reoccurring contract reports, as needed, as well as, plan and conduct the contracting process from the description of the requirements through contract delivery.

Support integration efforts with other contracting personnel to identify and resolve problems Coordinate and prepare all contract related documents, review the contract language for relevancy and appropriateness, make recommendations to PM regarding contracting strategies, as required Support long-range contracting planning for assigned projects and the preparation of program briefings for higher headquarters Evaluate or monitor contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations Provide support in the areas of contract monitoring, tracking suspense, current contracting processes and procedures, recommend improvements, develop briefings, research and provide contract policy guidance and regulations Evaluate requests from contract specifications and delivery schedules Assist in arbitration of claims or complaints occurring in performance of contracts Assist in analyzing price proposals, financial reports, and other data to determine reasonableness of prices nn MINIMUM REQUIREMENTS: nn 10+ years in government acquisition and contracting Strong understanding and experience with large, complex IT projects and organizations Ability to analyze information from multiple sources to compile a complete, holistic solution with ease Possess knowledge of pre-award and post-award procedures Excellent written and verbal communication skills Ability to comfortably interact and provide recommendations to high-level commanders/executives in a conservative manner Excellent customer service and project management skills nn Security Clearance Requirement: Secret nn nn Education: Bachelor’s Degree in Information Technology field required (preferably Master’s) nn nn This is not a comprehensive list of duties.
