Spectrum Subject Matter Expert – Secret Clearance

nn Type of Requisition: nn Regularnn Clearance Level Must Currently Possess: nn Secretnn Clearance Level Must Be Able to Obtain: nn Secretnn Suitability: nn Agency Specificnn Public Trust/Other Required: nn nn Job Family: nn Systems Analysisnn Job Description: nn nn The United States Department of Commerces (DOC) National Telecommunications and Information Administration (NTIA) is the President”s principal adviser on telecommunications and information policy issues.

NTIA manages the Federal use of the electromagnetic (EM) spectrum; and performs cutting-edge telecommunications research and engineering, including resolving technical telecommunications issues for the Federal Government and private sector.

nn nn NTIAs Office of Spectrum Management (OSM) manages the EM spectrum for the Federal government in the U.S.

and its territories.

OSM uses multiple national security systems and unclassified systems to assign frequencies; maintain spectrum use databases; review Federal agencies” new telecommunications systems and certify the availability of spectrum; and provide the technical engineering capabilities needed to perform spectrum resources assessments.nn nn NTIA and federal agencies to include the Department of Defense (DoD), use the antiquated Equipment Location
– Certification Information Database (EL-CID) Desktop application as an automated tool to support electronic preparation of spectrum certification requests.

NTIA is in process of replacing the antiquated, MS Access/Visual Basic EL-CID Desktop application with EL-CID Online, a web based application.

The EL-CID Online system will be going live shortly allowing NTIA to retire the Desktop application this year.

Follow-on task orders will address adding additional functionality to EL-CID Online and interfaces to other systems.nn nn The qualified candidate must understand how the federal government assigns EM spectrum frequencies for satellites, radars, antennas, receivers and transmitters.

Candidate must have a good understanding of the Table of Allocations (TOA).

Working knowledge of EL-CID Desktop is a huge plus as functionality currently in EL-CID Desktop must be implemented in EL-CID Online.

EL-CID Desktop exports files in XML format.

Knowledge of XML is a huge plus.

The candidate must understand how to show graphically (line diagrams, curve diagrams, etc.), system inter
– and intra
– relationships.nn nn The candidate will need to write requirements in the form of JIRA tickets (called stories) with acceptance criteria.

The candidate will need to vet these requirements in-depth with the System Review Branch engineers and then with other government stakeholders in weekly Integrated Project Team meetings.

Once the requirement is prioritized for development, the candidate will need to assist developers with understanding the requirement so they can implement in the system.

The candidate will be part of an agile team with sprint releases every three weeks.

The candidate will own the functional product backlog and be responsible for assigning a Rough Order of Magnitude (ROM) estimate to each story; and will work with the IPT to prioritize the stories for implementation.nn nn Job location is mostly remote, but may need to travel to DC for meetings.

20230.nn nn RESPONSIBILITIES nn Work with Department of Commerce System Review Branch engineers to determine functionality to be ported from EL-CID Desktop to EL-CID Online.

Write the requirement as a JIRA story.

Attend Integrated Project Team (IPT) meetings to describe functionality in the JIRA story and assist government stakeholders to prioritize the work.

Help developers understand the functionality to be implemented.

Help to test the functionality after developers implement the changes.

Be the Subject Matter Expert for Spectrum frequency assignments.

Propose business solutions for meeting requirements.

Provide Operational support expertise.

Assist with debugging issues in production.

Good written and verbal communication skills coupled with strong listening skills.

Ability to write documentation where audience is a spectrum engineer.

Ability to prepare mock ups, flow diagrams, or models, and procedures along with conducting feasibility studies to design possible system solutions.

Ability to work independently.n nn REQUIREMENTS nn Knowledge of radio transmitters and receivers, radar, antennas and satellites (radio spectrum) Recognized subject matter expert in job area typically through advanced education and work experience 5+ years experience with EM spectrum frequencies and how the federal government assigns them 5+ years experience working with system parameters for satellites, radars, antennas, receivers and transmitters 3+ years knowledge of EL-CID Desktop application 3+ years knowledge of DoD StepStone system a huge plus Knowledge of spectrum-related data exchange format named Standard Spectrum Resource Format (SSRF) a huge plus Knowledge of JIRA and Confluence a plus Knowledge of XML, XSD, XSLT a huge plus 5+ years experience writing technical documentation A Bachelors Degree (Electrical or Electronics Engineering preferred).

At least 10 years of experience performing work that involves NTIAs electronic processing of spectrum certification requests using the EL-CID Desktop application or at least 5 years of experience interacting with NTIA federal Spectrum Certification process via the OSM Systems Review Branch or the IRAC Spectrum Planning Subcommittee.

Active Secretclearance required Up to 10% travel.

The likely salary range for this position is $104,000
